The Tsarskaya Stolitsa residential complex occupies part of the area of the goods yard of the Saint Petersburg-Tovarny-Moskovsky railway station. The major idea of the project was to create a large residential area in the city center.

The city-planning solution of the complex is related to the Feodorovskaya Icon of the Mother of God Cathedral, around which the main square of the complex builds. The streets and passways inside the block are planned so that the cathedral is seen from various sides. Three buildings with their inner courts spread out fan-like around the cathedral. The space between the buildings forms two pedestrian streets.

Behind the Tovarny alley the second stage part of the complex is located, consisting of sectional residential buildings and separate parking lots. Here, the passways are also oriented toward the cathedral.

The complex has a modern style. The residential buildings are distinguished by long narrow windows and sharp thin lines of the interfenestral space which create a rich and intense rhythm. The buildings around the cathedral have a moderate and achromatic coloring, which is to embed the new complex into the architecture of the historical center. Other buildings are in bright vivid colors.
