The new public and cultural center is to provide for a more convenient operation of the museum that would meet modern requirements. The center shall house multifunctional lecture and audience halls, an exhibition space, a café and a museum shop.

The territory around the Okhtinsky Razliv is unique, as it comprises the preserved buildings of the former Okhta Gunpowder Plant founded in 1715 and a recreational landscape rare for the urban area. The residential development concept was based on these two features.

The original idea of a multi-storey tower, preliminary approved by the Chief Architect of Moscow Mr. Sergei Kuznetsov and the Mayor of Moscow Mr. Sergei Sobyanin, sprang up naturally, due to the lack of an explicit architectural feature all along this important transport artery.

The volumetric plastic solution connects Verona with the samples of the north-Italian palazzo of the Renaissance. Finishing of the main facade is made of natural stone.
